Chief Minister Thakur Sukhvinder Singh Sukhu announced a major policy shift from relief-centric to resilience-centric governance by launching the ₹2,688 crore Himachal Pradesh Resilient Action for Development and Disaster Recovery (HP-READY) Project. Running from January 2026 to November 2030, this initiative aims to protect lives and build disaster-resilient public infrastructure across the ecologically fragile hill state.
The project comes in response to severe climate vulnerabilities, as Himachal Pradesh witnessed over 66 cloudbursts, 234 landslides, and 121 flash floods in the last three years alone, causing massive loss of life and property. HP-READY will focus on restoring transport networks, water supplies, and power grids, while strengthening early warning systems and disaster risk financing. To foster safety at the grassroots level, the government will integrate technology with traditional knowledge and introduce specialized disaster training for schools, Panchayati Raj Institutions, Mahila Mandals, and youth groups.
