Chandigarh, June 1, 2026: In a historic milestone, the Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh, has successfully implemented a massive restructuring of its technical cadres, bringing an end to a long-standing administrative gridlock that spanned over three decades.
The extensive administrative reform, which impacts the Laboratory, X-Ray, and Radiotherapy technical cadres, has been implemented retrospectively from March 1, 1992. The initiative marks a significant triumph for fair administration, professional growth, and employee dignity.
Magnitude of the Reforms
To address this complex, 30-year-old matter, PGIMER Director Prof. Vivek Lal constituted a dedicated Special Cell on July 11, 2025. The team systematically reconstructed and verified scattered records dating from 1992 to 2024, successfully clearing a massive backlog:
- Total Employees Benefited: Around 659 personnel across technical departments.
- Total Promotions Processed: Approximately 1,120 advancements finalized through 193 Departmental Promotion Committee (DPC) memorandums.
- Laboratory Cadre: The largest segment, clearing 899 promotions through 104 DPC memorandums, benefiting around 520 employees (including Senior Technicians, Technical Assistants, Technical Officers, and Senior Technical Officers).
- X-Ray Cadre: Cleared 173 promotions through 64 DPC memorandums, benefiting 111 employees.
- Radiotherapy Cadre: Processed 48 promotions through 25 DPC memorandums, covering 28 employees.
Restructuring Milestones
The process originated from the recommendations of the Cadre Anomaly Committee (Prof. S. Prabhakar Committee). Governing and Institute Bodies gave formal approvals in early 2025, paving the way for the establishment of the Special Cell to execute the daunting task of verifying historical seniority data, recruitment guidelines, and eligibility requirements over a 32-year timeline.
Prof. Vivek Lal, Director of PGIMER, praised the relentless work of the Special Cell and the Special DPC chaired by Dean (Academic) Dr. R.K. Ratho. He emphasized that this milestone was not simply an administrative routine, but an act of delivering long-awaited justice, validation, and professional progression to the instituteтАЩs vital technical workforce.
