Sidhivinayak taimes Shimla। Chief Minister Sukhvinder Singh Sukhu on Tuesday said that the digital and administrative reforms undertaken in the Himachal Pradesh State Electricity Board Limited reflect the state government’s commitment to “Vyavastha Parivartan” by bringing transparency, efficiency and financial discipline into public institutions. He said that by moving away from expensive outsourcing models and adopting transparent, competitive procurement processes, the government has significantly reduced operational costs while improving service delivery.The Chief Minister stated that the annual expenditure on electricity billing and Enterprise Resource Planning support services has been reduced by nearly 46 percent, bringing down costs from Rs.12.29 crore to Rs.6.68 crore. This reform will result in savings of about Rs.5.61 crore each year, amounting to Rs.16.83 crore over a period of three years. He added that these savings would be redirected towards public welfare and strengthening essential services instead of being spent on inefficient legacy contracts.
Highlighting the consumer-centric approach of the reforms, the Chief Minister said that end-to-end digitization of HPSEBL services has been undertaken to benefit nearly 29 lakh consumers across the state. Facilities such as online applications for new connections, digital billing, online payments, complaint registration and faster grievance redressal have been introduced to ensure ease of living and reduce the need for citizens to visit offices. He further said that the state government is focusing on improving the financial health of HPSEBL by reducing AT&C losses, ensuring timely billing and collections through smart and prepaid metering, preventing revenue leakages and rationalizing operational expenditure. Adoption of data-driven decision-making, improved power purchase planning and integration of advanced technologies such as Business Intelligence and AI-ready platforms will help make the Board more efficient, accountable and self-reliant, ensuring uninterrupted and quality power supply across Himachal Pradesh.
