Designated as a smart city in 2016, Dharamshala has several ambitious infrastructure projects to enhance urban mobility and reduce traffic congestion that are now in the final stages. One of these major initiatives, however, includes the development of “smart roads,” which include road widening, pavement construction, underground utility ducts and smart lighting. The project initially focused on major roads, then expanded to nearby residential and commercial areas to further improve traffic flow.
However, the project has also sparked controversy, particularly over the alleged forcible occupation of private properties for the installation of smart electric poles, slabs, pillars and supporting walls. Several prominent citizens—including lawyers, doctors, retired state and central government officials and journalists—have strongly opposed such developments.
After the project’s completion, new challenges have emerged. Despite the widened roads, unauthorised parking has become rampant, undermining efforts to ease congestion. Residents argue that misuse of the extended stretches for illegal parking negates the intended benefits, leading to persistent traffic snarls. Dharamshala Smart City officials acknowledge these concerns, saying that unauthorised parking will not be tolerated on the widened roads. To curb violations, the municipal corporation plans to impose heavy fines and implement a yellow line system to regulate one-way parking, preventing congestion caused by two-way parking. Additionally, designated parking slots are being developed in almost all city wards to provide systematic parking solutions. Iqbal also emphasised that the newly widened roads have elevated footpaths to enhance pedestrian safety.
However, some residents have raised concerns about the rude and uncooperative behaviour of some Smart City officials during the implementation of these projects. The government has reiterated its commitment to the development of Dharamshala under the Smart City Mission, which includes road widening, installation of street lights and construction of parking facilities. Officials have assured residents that these infrastructure upgrades are aimed at addressing urban challenges while minimising unnecessary disruptions for citizens. Despite these initiatives, frequent road digging continues to disrupt daily life, leading to congestion and deterioration of infrastructure. Residents have urged better coordination among government agencies to minimise disruptions and ensure smooth implementation of smart city projects.
Additionally, citizens have proposed to explore the feasibility of ropeways as a modern transport option to ease traffic congestion in the city.
Although significant investments have been made to modernise Dharamshala’s infrastructure, effective implementation, regular maintenance and strict adherence to regulations remain crucial to reap the full benefits of these developments.
